Who Builds It With Us

Eagle Mountain Services

Site Origination & Appalachian Market Intelligence

West Virginia based EMS Group provides AppInfra with the deep Appalachian market relationships and on-the-ground origination capability that cannot be built from outside the region. EMS Group principals have generational relationships with many large landowners, each controlling multiple 500+ acre properties identified as priority data center development candidates. EMS Group's regional network is the primary source of AppInfra's proprietary deal flow — converting landowner relationships directly into site options before properties are listed, marketed, or visible to competing capital.

AMP Data Centers

Sales & Marketing — Data Center Developers & Hyperscalers

AMP Data Centers is a specialized advisory firm with 30 years of data center experience and a track record including over 1,000 negotiated and closed data center contracts. AMP's services span site selection, utility coordination, fiber feasibility studies, project management, and sales as a service — across powered land, powered shell, and full turnkey data center structures. AMP has transacted over $4 billion in total contract value in the past two years alone via long-term leases with data center operators, hyperscale companies, and AI firms.

As its sales and marketing partner, AMP brings AppInfra direct hyperscaler relationships, transaction execution expertise, and powered land go-to-market strategy — directly aligned with AppInfra's origination and development model.

Thrasher Group

Civil Engineering & Environmental

The Thrasher Group is a team of architecture, engineering, and survey consultants with the experience, integrity, and versatility to get the job done. They plan, design, contract, and manage projects — overseeing everything or helping with a small portion, depending on client needs — all while keeping the end goals in mind.

Thrasher evaluates existing building conditions and potential sites to determine the best use of available land, gathers survey data, and applies GIS base mapping. The firm creates architectural and engineering designs using advanced technology, considers environmental aspects, and conducts materials testing. Thrasher has a dedicated West Virginia based team leading the work for CF2.

On transactions, the firm's dedicated Data Center Team has served as lead counsel on multiple gas-powered and solar data center projects, handling JV structures, project financing, utility interconnection, PPAs, EPC contracts, and FERC regulatory procedures; its energy group has closed deals including a $3.75 billion oil and gas entity sale. No regional firm matches this combination of real estate, reclaimed land, mineral rights, energy infrastructure, data center development, environmental, and WV government relations expertise.

Critical Infrastructure Partners

Dark Fiber Development & Capital

Private dark fiber developer and investment firm focused on middle and long-haul telecommunications infrastructure across North America, with over $1 billion in data center and fiber assets under management. CIP builds to Tier IV standards and brings established relationships with telecom providers, wholesale buyers, and hyperscale users. Its flagship active project is the Blue Ridge Run (BRR) — a 767-mile, all-underground dark fiber route running from Northern Virginia through West Virginia to Huntsville, Alabama, serving telecom carriers, hyperscale providers, and national security agencies.

In partnership with VFE and Appalachia Infra, CIP will extend new long-haul and lateral routes into West Virginia's emerging data center market, delivering connectivity to AI-controlled campuses and co-located hyperscaler sites. Within the platform, CIP serves as network developer and capital partner — originating, financing, and operating the dark fiber infrastructure that positions Appalachia Infra's WV land portfolio at the intersection of two critical connectivity corridors.
